In addition to be able to do AT LEAST SOME C++, and having the game all ready to code and graphic, you would need one of the following:
1. Lots of cash
2. Have experience in legal stuff
3. Be an artist of some kind
4. Be a genius math wiz
Otherwise, you can't just hand a programmer a paper that says "lookit this kewl game! Make it for me plz!" He will walk away.
