For a budget core2 setup it will be something like:
Mobo - $125
CPU - $150
Vid Card - $125 (roughly for an 8600gt, add $75 more for 8800gt)
Ram - $55 (2gig)
= $455 - $530 CAD
This is about what it will cost me (prices off the top of my head, more than likely can be found a bit cheaper).
Given his PC is so old though, the case is probably garbage, as is the power supply, and perhaps the harddrive as well.
I already have the ram and vid card, and a brand new hard drive so really I only need to upgrade my Mobo+cpu. If I had to do more than that, I'd consider just getting a full out new PC.
