Ok, back on topic. The graphics card all depends on your resolution & size of your monitor. You won't need much to power the newest games on 1024x768, however you're going to need some extra juice if you play at 1920x1200. For the games you mentioned, anything above a 8800GT will be overkill at 1280x1024 and below. So the smaller your screen, the less you're going to
need to spend. You can't really do much with your computer right now, id just build a new one and keep your windows xp.
A $500 gaming pc is possible.
