Ok make sure your OS is not blocking you from having the max memory you can have.
Start> Run..> msconfig> BOOT.INI> Advanced options> set your max mem and how many processor cores you have (< Default is 1 core)

If your OS reads you 3.25GB, thats the number to go by. Also, all 4GB can be used, is just that only Windows itself can have access to about 3.5GB of RAM. The rest though can still be used up by programs. It just won't read it right.
