If it's an error, someone at onrpg should have Runescape post it as ok on their site but Jagex is telling members who ask not to login this way.
I'm dissappointed, I wouldn't mind logging in through here to support onrpg but I'm not risking it when Jagex denies its validity.
Well seeing as they dont need to post somewhere that its ok, if you look on the affiliates page, it clearly states this

This is the official list of sites which are authorized to offer RuneScape. This list only appears on runescape.com, do not trust copies of this list you see elsewhere. If a site does not appear on this list, it is not an official affiliate and you SHOULD NOT enter your password on that site.

The number one source for Free MMORPGs.
So I don't know exactly who you got the "Jagex says it's a Scam" from but it's a lie.

For the complete page of affiliates
Click Here to see all the affiliates of Jagex

EDIT:
For some reason the Onrpg affiliate picture isn't showing up anymore in the quote but if you go to the affiliates page, you will see it there, just noticed it wasn't coming up here now
