You dont need to fight a boss to join a country. just talk to the npc.
the quest of the boss after joining a country is really strong? dont challenge until u get to at least 20dan

"after completing this quest u must join one of those countrys inorder to continue onto the next story mission"

u can join the country even before completing that quest all u have to do is see

古賀虎町(と,四)門番喜兵衛→坂上小十郎 for 古賀
遠海水神町の門番に話す→前川梁円(突撃隊詰所内) for 遠海
Soki today found that he was joined the country(force) and did not even complete the first story mission

I'm thinking the Blue one, don't remember the name. I'm like the only red on now. So if you'd like more help and to chat and party with english players, I'd recommend the Blue one.

6/4 updated.　All players who even belong 新政府(red) or 皇国(blue) can join same party in area of no PVP. And other many updated contents.
