We've had this problem with a few others too, but I we think you need to finish some certain story quests first, maybe about the first few not to many

Sorry I would but I did the quests about a year ago and I'm not sure where to get them >_< I just pretty sure on the map they will be orange, not white. I will ask some of the newer players when they get on tho, they should be able to help more.
