A:Most likely, Yes! it is a must. there is no hope for no ip blocks, this wasn't confirmed but from my experiance it will happen. if they're kind enough for the first time they will probably decide to block countries with their own versions.
reason: these type of games have terrible connection lag when you're playing overseas, it could some how effect the other users if it gets worse, so there is no hope for them to not blocking ips. its for the gamers out there, if they don't this game will be in big trouble!
