I'd have to agree, and they're not even being SLICK about it, let's take one user, for example.

I don't think it's bots, pretty sure the Shaiya community manager(s) made a sticky on their forum, blog entry or announcement to make people vote for the game on onrpg (and other voting websites). It's pretty common. But I agree that it's lame.
