Question Zoom clear up

i have this picture and theirs something interested in it but when i zoom in on the picture it gets all blurry and dissorted i wondering if i can clear it up with a photo editor or if theirs a program i can use like in the movies when the fbi capture a criminal on tape and then they zoom in on his face then they press a button and it gets all clear up. lol

But yeah, it matters what the resolution is on your camera. If its a very very high resolution, it can be easily done with a Windows Image Viewer...

Other than that, Not that i know of.
