i was in the mines and one of the kovolt drop this card something about my basic special points being recharge by 1000 what is that?

Its basically for when you get your first card.
In order to use your card you need SP. You get 10k each day for free and lasts for about 4 hours non stop use.
That SP drop just recovers 1000.

well i have not gotten any cards yet im only on lvl 24 idk if im suppose to have it by now if i get it later on in the game or on a higher lvl but i dont kno much about that yet.

You get your first card at level 36. When you do there is a mini tutorial on it and it explains it.
Its one of those things that "when you get it, you will understand it"
