Phantom Dust is an entirely different game, it's where you use cards in battle to defeat your opponent and that was for the Xbox, not for the Gamecube. P.N. 03 was a Gamecube exclusive that was released in 2003 that sold horribly but was a cult hit (like phantom dust.) P.N. 03 was given the $19.99 price tag, you're right about that. You can play Phantom Dust on the 360 because the reverse compatibility does support that title. If you want to play P.N. 03 though get a Gamecube or a Wii.
