When they say "Revenge of the Fallen", they don't mean a collective group. There is actually a character in the comics who pre-dates most of the Cybertronians, he was a herald of Unicron, called The Fallen, and it has been said everywhere that he's in it. Since the plot has been said to deal with the Cybertronians' origins, it'd make sense.
So no, I never once said anything about Devestator being tank-esque. I'm all for accepting relevant changes, but turning Devestator into Axel from Twisted Metal isn't going to wash with me.

It's not...muscley men rubbing on each other, though. Is it? By any stretch of the human imagination, you cannot sensibly whittle the point of sports, specifically American Football, down to that purpose, can you? No.
