When you are in the home room go to the shop then click the character you want to refresh then click how much hrs you want to refresh, 2 hrs or 10hrs, then voila you have a refreshed character!
EDIT* I feel like making a shop guide now. :P

So is it best to lvl 1 char? Or many?

It depends which character you like. If you want to level all your characters, u will have to spend a lot of PEN to keep them all refreshed, but they will be all at the same level. If you only level 2-4 characters, you don't have to spend a lot of money and you have 2-4 really powerful characters.
