No, it isn't.
The current period of free play time for people who had active/subscribed accounts at the time of server closure, a.k.a. VIPs, is simply for testing prior to the game's re-release. Re-release simply means the resumption of Ryzom's availability to new and formerly inactive players, as far as I know (which is only as far as the
announcement and the VIP email, but at least I'm not inclined to conjure large, baseless assumptions from small portions of their text...).
Absolutely nothing has been said that gives any indication about what Ryzom's payment model will be.
