Can anyone tell me how much dex is needed for instant cast with aoe spells(storm gust) in
1)PvM
2)PvP
3)WoE

Dex for instant cast never changes. It says the same for PvM, PvP and WoE.

Most likely you will never get instant cast but the required dex is 150.

It's either PS or real ones.
But here is what I know ever since RO Started.

120 DEX = Fast Cast (LoV/SG/ME/Holy Strike/Holy Light)
150 DEX = Instant Cast (Holy Strike/Holy Light pretty much is so fast)

If you got the items to get 150, go for it, and please don't forget to invest on INT. Casting sucks if you have a relatively low damage.

Computation for cast time as follows:

Actual Cast Time = Base Cast Time * [ 1 - ( DEX/150) ]
