I don't think age is the main problem when adopting(since it kinda goes without saying you have to be an adult). Your echonomical situation, your social life etc.etc.(the list is pretty long) is all evaluated before you're deemed fit to adopt. At least that's how it's here in Norway.
If you don't have the cash to give the kid a good life, if you don't lead a stable life, and if your lifestyle isn't healthy for children you will not be allowed to adopt.
In the end(and ironically), I think it's harder to adopt a child than to actually just go out and make one on your own.
