So, the monitor just stays black or on the "receives no signal mode"?
There are no boot up diagnostic sounds either?

Sounds like the card isn't functional or you piked up one that isn't compatible.
If you built in the card and you can't get it to even boot in a system that had no issues beforehand, you'll have to try to get a refund m8.
