heres some good deals on video card.
i understand op lives in EU but others can check these 1 if ur considering upgrades.

MSI GTS 250 512mb $60AR (comes with free 2 games COD5 + Crazy Machine, must check combination found in page)
rebate for MSI ($40 rebate doesnt show in newegg page although its hidden in their rebate list)


HIS Radeon HD4650 512mb $30 (AR)

now, if you are playing f2p or dx9 mmorpg, you probably not going to need any expensive 1s. new video cards come out often and prices jack up all the time. just buy 'decent' 1 now and use your money later.

it is tue that most of dell motherboards limits your OC capability.(you could bsel mod but cant guarantee it will work). rosewill isnt really reputable brand for PSU. but looking at spec.. u should be fine throwing any non-X2 video cards.

1 thing though, its more of your CPU bottleneck ur gaming experience.
I have E2200, E8400, Q9550 and 8GB on each system... E2200 system has less FPS then 1s in E8400 /w same video card.

edit:: just looked at ur specs, ur video card is junk =/ i recommand upgrading 1 of those i suggested. very cheap.
