I might suffer from a severe case of stupidity but how exactly do I start this game? I'm new to half-life 2 mods, so be gentle.

you install the game and then restart steam. you should then see it in your steam my games tab

Tried all of those and nada. There's nothing in the games tab on steam. No shortcut, nothing in the start menu, no exe file where the game was installed.

The hell I didn't. It's right there in the sourcemods file. All of it, the BGM the shaders, everything except a goddamn exe file.

there really isn't a reason not to try it. the only thing new this game brings is the setting and the flag carriers ability to see through walls. you can also for squads, though i haven't noticed a difference while being in one.
