Try Eggxpert, but I think it haven't been updated for a few months.. Or you can post your price range and I can give you a build. If you want me to list the build, include usage, if it include games, list the general games, how long you want to last, any brand preferences, and do you need a monitor, DVD drive, and parts you can reuse.

my faves:

www.tomshardware.com (they have lots of "build a pc for x amount of dollars" articles there)
www.hardforum.com
www.overclock.net
www.jonnyguru.com (for PSU reviews)

I agree that those are great sites to look up for first time builders/inexperienced builders. Though Tom's hardware isn't really x amount, it's usually the most common price points. Also, consider MaximumPC's forum for help. Just post your budget, and expectation of the system, and they should give you the best build possible, and they have a bunch of older lists, so I'd say it's a good place to start.
