i read up a bit on it and it seems you cant remove DX 10 properly unless you do a format, using third party software to remove this can have some nasty side effects like you probably have now.. btw DirectX 10 also includes 9 and all previous versions, so you should look for a way to run games in dx9.0c mode instead of removing 10.

The third party app probably only deleted the registry for it otherwise the setup would have worked.
(edit: don't quote me on this, I could be wrong)

DX10 does not include DX9 and lower. If you have vista, do a clean install (not those recovery ones from Dell etc) and you notice when you want to run a DX9 game it'll give an error it's missing a DX file. Installing DX9 fixes this.

you know there is a little thing you can type into the "Set Launch Options" on TF2 to make it play in DX 8.1, right?
