Yes, its easy to level in LOTRO. Its quest based really. So Quests give a lot of exp. Its a really fun game!
The level cap is 60 now since mines of moria just came out on the 18th. I heard its amazing expansion to any mmorpg. And the biggest dungeon in any mmo. They are in the book of world records i heard
