Actually no.
It's just a server update / maintenance.
And it's am, not pm because they use the 24hours clock, it's always am when not precised.

The servers update will occur tomorrow, Thursday 3rd of August at 2

0am EST and will last about 1hour, they didn't say anything about the game opening .

They only said "by Friday" but they're not really sure.
