Yes, the game is licensed to IGG for the North American market, that means IGG is also responsible. Gravity US, Nexon US or Square-Enix US could very well sue (although I doubt they'd bother for such a pos "game").

You are actually contradicting yourself, check the RO and darkages sprites, they are similar, but that doesn’t mean that they are stolen.
About the selling graphic engines, those CAN be sold to others companies, along with the sprites.

That’s just an opinion, and if what you are saying is true and the game has stolen the graphics, it’s been over a year, do you seriously think anything can survive that long without being sued?
