That is stolen, and there are more graphics that they have stolen, and then added a few minor changes to, or no changes at all.
Here, let me help you.
-They removed the orange marking on the bottom of the robe.
-They recolored the upper part of his robe brown.
-They added a brown hood.
-They removed his glove.
-The head may be the only thing on that sprite that is original, but I wouldn't be surprised if they just edited a normal RO head.
