Well since you want a PvE type rather than one focused on PvP, I don't see why not. Most people leave it at 1 though since rangers aren't exactly the crowd favorite when it comes to PvE. Frankly I hate to party them, since they don't have the high damage impact that classes like physical exorcist or berserkers have. They also make poor meat tanks.
The bulk of moving shot's description are mainly the number of bullets you can shoot depending on the weapon type : revolvers, autoguns, hand cannons, etc.
