Maybe Vanguard? I think that game might be failing or is just there. Its got nothing going for it really. Then again, people seem to love generic fantasy based games. You can have building, not sure how it works though. Not sure about weapons either.

There arent too many places that you set up buildings.

I think star wars galaxys lets you build stuff, and i imagine crafting weapons is a big part.

City of heroes has a decent crafting system. weapons are cosmetic, but you can still make them stronger with enhancements. You can customize them and craft unique looks for them. theres also base creation which anyone can do from 10 ten and up. it only takes an hour or 2 to get to lvl 10 your first time through if you can find a team.

Guild wars lets you buy an island and you get a bunch of choices for the theme, but you can change them beyond that, jsut add NPcs. weapons can be gained by gathering materials and giving them to various collectors. the best weapons are drops though. weapons can them be customized further by adding things like fire or lightning damage. armor is crafted in the game though.

If you wanted a free mmo, theres probably some with player housing, but i'm sure theres a lot with weapon crafting...hmm maybe not though, i cant think of any off the top of my head
