I know very little about programming, and so i'm curious to know:

How hard/time consuming/costly/ etc. would it be to change the interface in Perfect World? (for the game developers, not for me personally)

Depends in what way. They could easily create a new skin in photoshop and send it out. Or they would have to reformat the entire screen for different usability and still create a new screen. It wouldn't be to difficult considering it is a pretty limited on what you can do, but generally once something has a standard UI you don't want to mess with it to much.
