No you can't.

CPU and GPU do not meet the specifications, which are basically the most important things to a decent framerate.

What about lowering the gfx in game and such?

Those do not even meet the min requirement. You can pretty much forget Dragon Age: Origins unless you buy (read: buy, not upgrade) a new system.

maybe wrong section but still, i have slower machine than u, 1,81 gzh processor, 2gb ram, ati 1600 pro graphic card and on lowest detail and 1024*768 i have serious problems in large battles, but i think u will be able to play it on lowest detail smoother

Your GPU meets the min requirement, his one does not.

There is like a huge difference between the minimum and recommended.
