I also doubt it says what to do when windows XP crashed due to a failed install of windows 7.

Thanks for the concern guys, I will try this system rescue CD.
Sorry that my problem may be confusing; I tried installing 7 in place of my XP, after the reboot and when it automatically goes into Windows Setup I get some sort of BSOD. I can still use my XP but my complaint is that I have about half a second to press something on my keyboard to stop it from automatically going to Windows Setup. I am curious if there is a way to delete the Windows setup from Boot manager, maybe delete some boot files perhaps? This folder was created on my C Drive when I tried to install Windows 7: $WINDOWS.~LS Do you think I could delete this?

You'd need to clean the file that manages the bootsection (the 2nd screenshot).
The MBR is the most important part for booting, so modifying it could mean your HDD is screwed up. Happened to me and I used a variant of that cd back then. As for the windows 7 folder, you can delete it if you want to get rid of the install, but I would just backup everything you want/have and format it. We don't know how far the windows setup progressed and it may cause trouble later on.
