I'd wager the bad graphics are because it's still in development.

Interplay no longer controls rights to this game. These screen shots are just representation of a a game in the early stages. Bethesda now has the rights to the Fallout MMO. New Vegas is also not Fallout 4, it is by a different developer (Obsidian) and is simply in the spirit of Fallout 3. That should clear things up.
