you have to finish certain storyline quests , not the normal quests, in order for the quest on Nation Selection to appear. If you have finished the required story quests , War Clouds quest will appear as soon as you hit level 95. But if you haven't done the pre-requisite quests, even if you are level 95 and above, War Clouds quests will not appear on your quest list.
