ok, so i have about 60$ extra this week, and im thinking about upgradeing the PC in my room.. a graphics card upgrade

It's better than both. Also, list your computer please. Your PSU may or may not be able to handle it.

as long as it dosent have a 6-pin or 8-pin it should be fine anyways 350wat, its a dell so its underrated im currently useing a hd 2400 in it

Same as the MSI, but with an aftermarket cooler, which means it'll run cooler.

Ok so going to preorder the 4670 next week, do you think its going to be bottlenecked with a Dual Core E2200 @ 2.20GHz?

No. Some people had a P4 at 2.5ghz with a 8800GT(comparable to the 4670) and not have a bottleneck, I don't see why you would.
