Ok, so i put new thermal compound on my cpu and attached the heatsink. The computer will begin to start up run for like 25ish seconds and then turn off. I beleive its overheating and then shutting itself off. Putting on thermal compound and attaching a heatsink is one of the few things I have never done before, so i was wondering if you guys could give me any tips. Do you think this means there is to little/to much thermal compound?
~ok, so i have it so it will start up now but it still seems like the fan is spinning way to fast when my computer is just sitting there.

It turns on then turns off then turns on again?
Also, if your fan is spinning fast, it means it does not have variable speeds or your heatsink is not secure. So basically your cooling would be like this:
