The deal in question is basically, if you can use and access the DNF cash shop without a problem (i.e. legit way) I wouldn't mind coughing up the dough to have certain items gifted to my account.

This setup was way back when I played jMS when someone would asks for payment and then buy the cs items and gift it. Just curious that's all more or less
