Default A Cheap Yet Effective Video Card = FAIL?

I checked YouGamers and went to the Company of Heroes Game-O-Meter.

I heard this is WAY more accurate than CanYouRunIt.

It said that I could run the game at VERY HIGH settings, yet when I'm in game I get 40 fps with nothing happening, and 7 fps when there is battles.

I turned down my settings at the lowest w/ DXLEVEL 80 and I'm staying at the exact same framerate. Here are my specs.

(Latest drivers as well.)

Optimized
Specifications
NVIDIA GeForce 7900 GT 256MB
AMD Athlon X2 3800+
1536 MB

Recommended
Specifications
NVIDIA GeForce 6800
Intel Pentium 4 3000 MHz
1024 MB

Minimum
Specifications
NVIDIA GeForce3
Intel Pentium 4 2000 MHz
512 MB

My System Specifications
NVIDIA GeForce 9800 GT
AMD Phenom X4 Processor 9100e
4096 MB

try going back a driver or two. before i upgraded to a 5850, my 260 used to get all kinda fps issues with old games. so i would go back a driver till fps fixed.

or you can just patch the game up

The problem is actually your CPU. RTS are very CPU dependent and your CPU is pretty horrible.
