Where do i get them from? And do i have to be a certain level to have one?

shops, click the tag "pets" and yes for all of them there is a lvl requirement so don't be tricked buying it just looking at his stats...and pick just the one you need for you character, plus, you can get one free by achieving the letters quest 3-4 times (dun remember)

is that the digging quest? where abouts to dig for that quest because I'm not finding any letters. or what quest/where to start for the pet?

digging quest gives you the pet baloon (LV30)

Letters quest can found going down from sandman location, there is a place per people can take bath (just figurative) I don't remeber the word in english, go there and talk to the female NPC ^_^
