Undeveloped means that it's not residential.

And here goes that compleat miss-information spread by the Bush administration.

If you would pay attention to the whole story, you would relize that during the night, between the first and secound disicions, there was a huge change on the bill.

Basicly, lets put it like this.
Say you see an ad in the paper for a really cheap computer. You decide to buy it. You go to the store, and after closer examination you discover that you can only get this great deal if you sign up for a 2 year membership of some really expensive internet, making it un-afordable.
You would then CHANGE your mind.

Ruthless, he was. No argument about that.
