I think I've had this problem before (I've completed all the quests).

Try clicking on Barracks in the View mode, and below the Barracks' avatar you'll see "Go To Barracks". Hopefully, when you talk to the quest advisor there should be the "Next Quest" button.
If not, clear your cookies and level it to 4. Then, check the guy again.
