Should I buy it on the PC or the 360? Why?
Also; How do you connect a 360 controller to a PC?

(I didn't like fallout 3, so I'd wait for fable on the 360 though..)

The Mods are a plus, but Xbox has exclusive DLC.

By exclusive DLC do you mean the packs?
They only come if you preordered them from specific locations, and there's also a Steam pack on the PC I believe... They're just extra items.

Unless you don't care about achievements or the possibility of a multiplayer DLC/component (most likely it'll be more populated on the Xbox as opposed to PC) then go for the PC with 360 controller combo.

I'm going to save Hardcore for my 2nd playthrough.

Steam says I can play it now... but it won't start unlocking the files

Take a look at Fallout Nexus and the tons of mods there are and look at a few measly DLCs.

Mods > DLCs
