I'm looking for a F2P browser based game that includes a proper character development / skills system.

I liked Runescape when I played years ago, where you could catch a certain type of fish but as you continued fishing, your skill increased so you could catch better.
Same with things like woodcutting, you start with dead wood, but as you practice, your skills improve.

I guess something like that, or The Sims style of skill improvement.

I'm currently playing Nodiatis which has a lot of crafting to be done, but you don't really need to practice to improve.

Ideally no download so I can play at work when no-one is looking

You can try AQworlds if you like the whole mmo experience. I recommmend playing one of their single player games such as dragon fable or adventure quest. go to www.battleon.com
I am not very good at the game so you would be on your own if you play AQworld unless you can find somebody to play with.
