The pain isn't as bad as most people would lead you to believe, in my opinion anyway. People also see the pain as a rite of passage of sorts or some sort of bond between other folks with tattoos.

As for the money aspect, you get what you pay for.

Wait until mine is finish and you'll see my artist's amazing work. He is AWESOME and the outline is usually the ugliest part of the tattoo.
