Speedfan is capable of doing this iirc.
However, keep an eye out on your CPU temps unless you want to hear a little boom and a very silent fan.

Well actually, normally it just shuts itself off when it gets to hot. Try cleaning the cooler. Maybe it's full of dust, this could be a reason that it's so loud. You could always check in the bios at the cpu stats at the fan speed. Don't really know though, I hardly ever go in my bios.

He switched mobos, not cleaning it while being full of dust is unlikely. :/
Most CPU fans are driver-level controlled afaik, hence 'forcefully' turning speeds down is not a smart decision without monitoring the temps.

I know of some people myself, that just replace their components and not clean at all. I just answered in such way that it could be possible that he didn't clean it. Maybe he didn't even use cool paste, wich would be a reason that the cpu fan would rotate faster to keep the cpu cool. When you take out your cpu and cooler, you always have to use coolpaste again, most people don't do this though.
