Getting your account banned in this manner seems to happen to quite a few of the Japanese as well. Most of them seem to agree that shooting an email to the arad support team will get your account back up in 4-7 days.

The goblin pad is an additional security option you can activate for your account (under the ingame "community" tab I believe)
Essentially what it does is it makes you go through another check when you do things with your items, such as sell them, etc. I presume that's to prevent people from pawning all your stuff even if they manage to hack into your account. After you set up your 4 number PIN the first time, you just have to re-enter it each time it asks for it.
The method that they undergo this check is actually pretty interesting~ It consists of a ring of huts with numbers on them, and you play the role of a green goblin. To enter your PIN, you have to run to the hut with the correct number (4 times, 1 for each number) while avoiding two goblins that try to slow you down by chucking rocks and swinging a stick at you. It's like a time attack minigame, and you get random duration buff items each time you do it. It's been a while since I touched it (it was on my old accounts) so I'm not sure if you can deactivate it though. Someone else might be able to tell you more~
