NO LEVEL
If your going to use a no level system, I would advise avoiding AD&D or variant as a reference. Rolemaster would be perfect to reference from, though they do have a level system, it is nothing like current RPG games.

A bit complex, but the company hired math magicians to create formulas or simulation of the real. Thus, a level 1 can kill a level 600 player or creature. If I were to translate this to real life .. 15 year old gangbanger kills a 18 year vet cop. It would be difficult, but s*** happens, such is life.

ITEM COUNT
Use caution, this could very well bog down your game. I would recommend getting some consulting before setting your total amount. Especially if you plan on using a store vs future expansions. You may very well need to bleed out the total count over forcasted longevity of the MMO. While not hindering playability and or finances. Not to mention, will your system be able to handle it all, both hardware and software.

Personally, I can see a big box company using an online store for items, they can get away with it, but an indie studio .. odd. That is like setting up a mom & pop shop next to Walmart. LOL .. s*** happens I guess.

BREAKING RULES
Is this for player killers or system exploiters?

Player killers, it's a great feature for an MMO. Though I would leave the exploiters out of it, perma ban on site and leave it at that.

CONCEPT DOCUMENT
What you have so far is rough. Do a goggle search, there are PDF examples out there and a couple templates floating around as well. They'll give you an idea of what is needed and it is sectional, so your document will flow much quicker. Don't forget to expand/modify it, every game has its own unique needs.

Basically, it is a paper and pencil game that you will need to create from scratch. If your only an idea person, with no computer game development experience. Nothing is stopping you from making a balanced game that can be played, on paper, which can be sold to recruit your team. There is nothing wrong with going old school .. hell it was all we had back in my days. Now look at what it has evolved into, MMO's .. well, more like de-evolved. Again, s*** happens.
