Intel's core 2 duo line of CPUs (processors) was released a few years back and is still considered fairly recent. Most current games are able to take advantage of the 2 cores that the one processor contains to split the workload.

Pretty much. Also, there's the cache part. For example, TF2 requires a 3ghz Pentium 4, which has about 512kb of cache. I have a 2.4ghz C2Q with 8mb of cache, I run it just fine. The more cache you have, the less ghz should matter if it's requiring old tech, and you have new tech.
