Yes, people do still play MGS4 online. It's like a person's alternate to Socom. (Don't quote me on that)
If your father will not pay the yearly fee for live, and you can not come up with a means to get money, then my recommendation of a PS3 is even further. Online console gaming has soared through the roof since it's first appearance on the PS2.
The PS3 brings a solid online gaming experience. The servers are hosted by developers themselves. For example, Insomniac (creators of Resistance) has done a great job having servers for players up to 60. There is barely any lag, or frame rate drop. In my time of playing Warhawk, developers Incognito has also done a good job having their own servers. From what I have played, there was no lag in full games of 32.
And one extra thing about the community, you barely meet immature, annoying 10-13 year olds online. Not insulting the 360, but when I played CoD, GoW and Halo online there has always been young kids playing it, annoying the hell out of me. From my experience, the majority of PS3 owners are a mature crowd, but that doesn't meet there aren't any annoying people online. Trust me, there are.
