May you feel regret for saying this! PBBGs (specifically - PBBSGs, one of which meets all your requirements is
Empire Universe II) have the strongest in-game communities, because interaction between players is message-based, and sometimes forum-based - instead of being reliant on what times the both players are online. I like Persistent Browser-Based Games : )
But for a Sci-Fi MMO, you can... Ironic - because the best community out there is for a Sci-Fi MMO, except that it's minimal graphics.
I recommend... Nothing. I have no experience playing SWG and EVE.
