Who knows how this sound is called when a car is passing you by at high speed and you hear this sound I cannot describe?

It goes from low to high to low and such ;S.

Pretty sure it's sounds waves being produced by the car's engine resonating in the air around it.

Also, the doppler effect isn't exactly a sound, it's an effect on sound. It can affect any sound that is being produced from a source moving relative to you. It's not just limited to cars. Birds, siren, etc.
